Building freeze ordered in parks

Ottawa is freezing development in all national parks for a year until plans are in place to limit the effects of encroaching business and residential growth. Heritage Minister Sheila Copps made the announcement Friday, also introducing proposed legislation that will give the federal government the final say on community plans in the seven towns existing within national parks.
