Sheila Copps says Ottawa will not approve Banff council's plans for commercial growth. And the federal heritage minister, who rejected a first draft of the plan last September, said she will soon introduce legislation as a blueprint for all of Canada's national parks. The community plan for 850,000 square feet of commercial development over the next 10 years is unacceptable and won't be approved by the federal government, Copps said, adding her blueprint will set guidelines for development and environmental principles.
