Banff is slumping, and its best chance to bounce back this winter is to pray for lots of snow and then hope that a regional marketing campaign entices people to drive to the mountain resort. This is an unusual position for Banff to be in after thriving for so many years with top-end hotels charging ski-loving foreign tourists top dollar
