School District may borrow from Peter to pay Paul

The local school division is caught in a Mobius strip as it tries to arrange the purchase of land for its transportation compound. It may find itself having to borrow from the provincial government to buy the land from the provincial government, paying interest to the provincial government from the grants it receives from the provincial government. And at the end of the day, the school division will never own the land.
