Licenced guides and Parks Canada officials hope a plan to lift the moratorium on commercial business licences in April will bring an end to the number of “underground” guiding operations in Banff National Park. Once the moratorium ends, commercial guides will have to meet a series of conditions to get a business license, including a requirement to inform Parks Canada of the exact number of trips guides take and where they take them. Park officials say the new system should help eliminate the problem of businesses operating without licences, as well as aid the federal agency in regulating the delivery service guides offer.
