Parks Canada, the final authority on all land use and planning matters in Banff, has given conditional support to a contentious proposal surrounding transfer of unused commercial space. The agency’s main condition stipulates that any plans to allow developers to transfer unused space won in the lottery must stay within Banff's legislated growth cap of 32,515 square metres.
