Banff grapples with thorny commercial space issue

Banff has finally reached full commercial build-out - in theory anyway. But in reality, only one third of the space allotted to developers in the unique random commercial development draw has actually been built. The controversial draw, originally intended to be the fairest method of allocating space on a first-come, first-served basis has unpredictably resulted in six projects receiving partial allotments. To solve the apparent dilemma, the Town of Banff is considering a contentious policy shift that would allow developers to transfer, perhaps even sell, space within Banff's legislated growth cap.
