The head of a pair of grizzly bear refuges says Parks Canada is making a mistake in not helping protect a trio of orphaned grizzly cubs in Banff National Park. Parks Canada's refusal to trap the cubs has upset Ken Macquisten, a veterinarian and director of two grizzly refuges in the Rockies. Macquisten thinks Parks Canada should try placing the cubs in a large area bounded by electric fencing that would deter predators.
